Job Summary

This position is one of two or more Section Head positions reporting directly to the Director, Compliance & Environmental Enforcement Branch. This position’s duties are usually performed with a maximum of independence. The incumbent manages the Integrated Environmental Enforcement Unit (IEEU), which is a specialized team of investigators which lead complex, resource-intensive or sensitive environmental enforcement files for the Ministry of Environment and Climate Change Strategy. The IEEU is not geographically restricted and deploys anywhere in the province based on need. Unit staff bring both environmental protection technical knowledge and investigative expertise in administrative and prosecutorial law enforcement to respond to significant non-compliance under the Environmental Management Act and the Integrated Pest Management Act.

The position is responsible for operational direction and oversight of investigations, being the team lead on extremely complex or high-profile investigations, direct supervision of subordinate staff, and the allocation of human and financial resources to specific investigations, and developing budget, staff and equipment plans.

NOTE: The Compliance & Environmental Enforcement Section Head is delegated the statutory authority of “Director” under the Environmental Management Act (EMA) & Administrator under the Integrated Pest Management Act (IPMA).

Job Requirements:

  • Bachelor’s Degree in resource management, environmental science, compliance and enforcement, law, or applied science in an appropriate discipline and 3 years of *related experience, in the field of waste management or compliance and enforcement; OR
  • Technical Diploma in engineering, resource management, environmental science, compliance and enforcement, law, or applied science in an appropriate discipline and 5 years of *related experience, in the field of waste management or compliance and enforcement.
  • Minimum 1 year of demonstrated supervisory experience in planning, organizing, and coordinating a professional and technical workforce.

*Related experience in the field of waste management OR compliance and enforcement includes:

  • Industrial and municipal waste management experience including conducting environmental monitoring, assessments, and reporting.
  • Experience in compliance and enforcement including, but not limited to, the natural resource sector.
  • Experience in liaison with environmental regulatory agencies.
  • Experience with regulatory administration of waste management discharges to the environment.
  • Experience in working with multiple projects or assignments, establishing priorities and budgeting.
  • Experience in negotiation with staff and clients from a diverse background.
  • Experience with hazardous material spill response, special waste, pest management and/or contaminated sites.

Preference may be given to applicants with:

  • Two (2) or more of the above noted *related experiences in the field of waste management or compliance and enforcement.
  • Experience in public service with a supervisory record, preferably in waste management or compliance and enforcement.

Provisos/Willingness Statements:

  • Valid BC Class 5 Driver’s Licence or equivalent.
  • Must be willing and able to work occasional evening and weekends to represent the program at public meetings and events.
  • Must be willing and able to travel.
  • Must be willing and able to conduct fieldwork.

There is currently a temporary opportunity available until April 24, 2026, this temporary opportunity may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
